    ODNI MISSION: Lead intelligence integration. Forge an Intelligence Community that delivers the most insightful intelligence possible.

    Mission of the Organization:


    The Public Affairs Office (PAO) is the principal Office of the Director of National Intelligence (ODNI) organization responsible for internal and external communications. The Public Affairs Office develops communication strategies to help disseminate key messages to four principal target audiences: the internal workforce, members of the media, the general public, and other interested stakeholders. Public Affairs acts as the gateway for individual, public, and media requests; facilitates public appearances and responses of ODNI leadership; maintains and operates public and internal ODNI websites; and disseminates timely information to target audiences to facilitate understanding of the ODNI’s mission, goals, and strategies. The Strategic Communications Division, within the Public Affairs Office, manages internal and external strategic communication and outreach efforts that inform these audiences with an accurate view of the role and mission of the ODNI.

    Major Duties and Responsibilities:

    Synchronize strategic communications initiatives with PAO’s internal communications and media relations activities to ensure comprehensive and consistent distribution of key information to relevant audiences and stakeholders.

    Streamline and improve existing PAO communication standards, guidelines, and processes to ensure that key messages delivered to internal and external audiences are unified, consistent, and contain ODNI’s branded image.

    Manage staff in reviewing internal and external surveys/studies to evaluate the effectiveness of information campaigns and communication programs to varied audiences.

    Liaise and benchmark with ODNI components and Public Affairs staff throughout the Intelligence Community (IC) to ensure communication initiatives are integrated and to develop new avenues to collaborate and share best practices.

    Manage community outreach activities with intelligence organizations, other United States Government agencies, and external stakeholders, ensuring key ODNI messages are provided to these audiences in a timely manner.

    Facilitate the launch of new Web 2.0/social networking communications vehicles for public and classified websites.

    Manage staff in performing the ODNI Pre-Publication Review process for all unclassified materials for official dissemination.

    Design and implement official ODNI policies and instructions related to public dissemination of unclassified information and official presentations.

    Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.

    QUALIFICATIONS REQUIRED:

    Knowledge, Skills, and Abilities Required:

    Demonstrated ability to design and implement innovative communication strategies for IC initiatives and programs.

    Excellent oral and written communication skills and demonstrated ability to produce concise products that clearly and logically convey complex information and ideas.

    Demonstrated leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.

    Demonstrated leadership capabilities with the experience to effectively communicate organizational vision and to align employee and program performance to the mission.

    Outstanding interpersonal skills and ability to work effectively, independently, and in a team or collaborative environment.

    Demonstrated ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced, multi-task environment, and to manage competing priorities.

    Extensive analytical and critical thinking skill, including the demonstrated ability to think strategically, identify needs and requirements, and develop recommendations and solutions.

    Familiarity with social networking/Web 2.0 tools and concepts.

    Knowledge, Skills, and Abilities Recommended:

    Knowledge of and familiarity with the US Intelligence Community and its missions, components, and functions.

    Supervision Given: Approximately three government employees.
