    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

    Supervise Regional Project Managers and development staff. Coordinate communications among ITSD-DMH Management, Regional Project Managers, and DMH Facility Management as needed. Perform oversight for technical and development projects that are related to DMH facilities and ITSD-DMH. Facilitate cross-facility and/or enterprise-wide communications and sharing of solutions. Manage RFP proposals for DMH-ITSD. Coordinate communications and responses between Regional Project Managers and ITSD-DMH Management, including responses to requested input, reporting of issues, scheduling regular meetings with ITSD-DMH, and working to resolve issues together. Also coordinate on-site meetings with DMH facilities management, IT staff, and DMH-IT management to assure at least one annual visit is completed with each site. Supervise the Regional Project Manager positions and facility development and application support staff, including performance plans and appraisals, time and leave review and approvals, disciplinary actions, and participation in filling vacancies as needed. Review and approve performance plans and appraisals of other facility IT staff under the supervision of Regional IT Directors. Work with project managers in ITSD-DMH organization to coordinate project tasks, develop and use standard processes for project management, tracking, and reporting. Maintain regular communications with all ITSD-DMH staff trained in project management practices and develop structure that helps assure successful project completions. Coordinate with ITSD-DMH Central Office and Regional Project Managers to implement standard change control processes, including facilitating meetings when necessary, mentoring and providing guidance on processes, and documenting the standard processes to be implemented. Coordinate RFP proposals and responses with appropriate OA Purchasing, DMH, and ITSD staff.

    -Excellent communication skills, including explaining highly technical concepts in simplified manner when necessary. -Excellent understanding of project management concepts and ability to effectively organize workgroups. -Excellent managerial skills. -Ability to assess business needs and identify strategies to meet those needs. -Ability to coordinate tasks and work well with others at all levels.
