    Duties

    As a Contract Specialist you will develop or ensure proper execution of procurement strategies; provide continuing review of, negotiate changes to, and recommend clearance or disapproval of advanced and final procurement plans; evaluate marketing and distribution patterns, capabilities and latest economic developments. Recommend clearance or disapproval of SBA contracts prior to award; handle complex procurement actions; participate in and conduct feasibility studies concerning procurement changes; perform reviews of contract actions on a post-award basis; meet with top-level representatives of government,commercial firms, manufacturing companies and corporations, educational institutions or other non-government concerns to discuss, develop, and/or revise various types of agreements.

    Qualifications and Evaluations

    QUALIFICATIONS REQUIRED:

    You must have one year specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position being filled. Specialized experience must be equivalent to at least the next lower grade level for the occupation. You must meet these qualifications by the closing date of this announcement.

    GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service conducting pre-award or post-award functions for a variety of specialized equipment, services, or construction.

    GS-12: One year of specialized experience equivalent to the GS-11 grade level in the federal service conducting pre-award or post-award functions for a variety of specialized equipment, services, or construction; performing price analyses and conducting negotiations.

    GS-13: Four years of contracting experience in a contracting related field, including one year of specialized experience equivalent to the GS-12 grade level in the Federal service performing governmental or commercial purchasing, procurement, contract negotiation, administration or termination functions.

    AND

    A 4 year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    OR

    If you are do not meet the mandatory requirements listed above but have occupied a position in the GS-1102 series on or before January 1, 2000, submit and SF-50 documenting your series occupied on or before January 1, 2000 to receive consideration.

    In addition to meeting the the qualification standards you must have successfully completed ALL of the following mandatory training course requirements:

    CON 110, Mission Support Planning; CON 111, Mission Strategy Execution; CON 112, Mission Performance Assessment; CON 120, Mission Focused Contracting; CON 214, Business Decisions for Contracting; CON 215, Intermediate Contracting for Mission Support; CON 216, Legal Considerations in Contracting; CON 217, Cost Analysis and Negotiation Techniques; CON 218, Advanced Contracting for Mission Support and 2 electives.

    At the GS-13 level the following course is also required in addition to those listed above:

    CON 353, Advanced Business Solutions for Mission Support and 3 electives

    If you do not meet the specialized experience requirement you may qualify with education as follows:

    GS-11: Three full academic years of progressively higher level graduate education or PH.D. or equivalent doctoral degree. You must submit transcripts.

    GS-12: Education cannot substitute experience at this grade level.

    GS-13: Education cannot substitute experience at this grade level.

    Requirements

    If you are applying for a special selection priority under SBA’s Career Transition Assistance Plan (open to surplus SBA employees only) or the Interagency Career Transition Assistance Program (open to surplus and displaced Federal employees), submit the following proof of your eligibility: Your reduction in force (RIF) separation notice, a Standard Form 50 reflecting your RIF separation, or notice of proposed removal for declining a directed reassignment or transfer of function to another commuting area. Also submit a copy of your Notification of Personnel Action which shows the grade level, duty location and promotion potential of the career or career-conditional position from which you have been or will be separated, and a copy of your last performance rating of record. To be found well-qualified for special selection priority by SBA, you must meet the minimum qualifications and receive at least 85 possible points for the quality ranking factors.

    The sensitivity level of the position also requires satisfactory completion of a background investigation after appointment.

    If you are a current Federal employee applying for promotion under SBA’s Merit Promotion and Placement Plan, you must have completed a minimum of 52 weeks in positions not more than one grade lower than the position being filled. You must meet this requirement by the closing date of this announcement.

    Occasional travel is required; occasional evening and weekend travel may be required.
