General Services Administration, Office of Citizen Services and
    Innovation Technologies
    LOCATION: Washington, DC
POSITION TITLE: Program Manager, Innovation Strategy
    DURATION: 6 months (unpaid detail)

Contribute to Government-wide efforts to achieve Transparent,
Participatory and Collaborative Government by taking a leadership role
in the Data.gov Program Management Office.

    DESCRIPTION OF RESPONSIBILITIES:

In 2009, in support of the President’s Open Government Initiative,
GSA launched Data.gov. The purpose of Data.gov is to increase public
access to high value, machine readable datasets generated by the
Executive Branch of the Federal Government.

Data.gov is the U.S. Government’s flagship Open Government
Initiative. As the nation’s front door to U.S. data, Data.gov
advances the shared understanding and ingenuity of citizens and keeps
government accountable. The first national effort of its kind, Data.gov
“democratizes data” and puts it to work in the American people’s hands.
Prior to Data.gov, public government data was scattered across thousands
of websites and millions of pages, and presented in closed formats,
making the data difficult to find and use. Now, in one place, citizens
can find, download, and analyze high-value, machine-readable government
datasets to drive innovation and improve their daily lives.

In light of exciting developments in scaling the best practices of
Data.gov, we are looking for a highly motivated self-starter to play a
    key role in:

    · Developing and implementing open government principles and
strategies focused on Data.Gov positioning and direction, including an
emphasis on spurring the use of data sets through communities

    · Participating in a recently launched global project to
    share Data.Gov processes and strategies

    · Coordinating communication and outreach to senior
leadership of both the US Government and International Governments

    · Recommending innovative ideas for new Data.gov business
    processes, modules, user-interfaces, and visualizations

    · Developing and conducting briefings, presentations, and
workshops to senior leadership at all levels of government (including
Senior Officials at the Office of Management and Budget and the Office
    of Science and Technology Policy)

    · Traveling to locations including major cities in the U.S.
    and International (Passport required)

    QUALIFICATIONS:

    · Passionate about Open Government

    · Highly motivated, demonstrates a history of achieving
successful results in short timeframes and with limited resources

    · Strong Program Management experience (PMP is a positive)

    · Able to monitor and evaluate programs for ongoing
    performance management and continuous improvement

    · Technical writing and documentation in the form of white
    papers

    · Background working on high visibility projects, especially
    those with technical specifications

    · Ability to communicate effectively, think critically, and
    multi-task
