    Job Description:

    Role Summary: Plans, organizes, and manages the City’s emergency preparedness program, including overseeing the development, implementation and evaluation of the program, plans, and services. Develops and reviews policies, interagency agreements, service unit coordination, training, and analyzes effective disaster management services. Evaluates, improves, and promotes the City’s comprehensive disaster planning efforts and provides complex staff assistance to the Service Area Administrators.

    Knowledge of:

    • Principles and practices of public administration related to the control and administration of the City’s population in emergency situations and the techniques of employing available resources
    • Disaster preparedness, planning and program development and management
    • Perceived risk to hazards as a baseline for risk communication and public outreach campaigns
    • Particular emergency and natural disaster hazards which may affect the emergency planning needs of a city
    • The functions of FEMA, the Red Cross and County and State EOC operations as they impact emergency preparedness and emergency response
    • Techniques to gain community involvement in risk assessment, disaster planning, citizen and community disaster education and other emergency management programs
    • City and Service Area policies and procedures
    • Service Area processes, performance standards and resources
    • Management processes and objectives regarding the use and sharing of information
    • Advanced operation of personal computer and office software applications (e.g. Microsoft PowerPoint, Access, Excel, Word, Outlook, ArcView (GIS Mapping), Adobe Acrobat, Visio)
    • Basic community emergency and disaster support and assistance resources
    • Budget processes

    Training and Experience

    • Bachelor’s degree from a four-year college or university with major course work in Public Administration, Business Administration, Emergency Management, Criminal Justice or a closely related field
    • Master’s Degree in a closely related field is a definite plus
    • 5 – 10 years of Emergency response and management experience and/or training or
    • 10+ years of related experience may be substituted for the education/experience requirement

    Licensing Requirements:

    • Must have a valid driver’s license
    • Certification as a Professional Emergency Manager (PEM) required
    • Certification as a Certified Emergency Manager (CEM) desirable
