    This position is located in the Consortium for Medicaid & Children’s Health Operations, Division of Medicaid & Children’s Health Operations, Chicago, IL, Springfield, IL, Indianapolis, IN, Columbus, OH, Lansing, MI, St. Paul, MN, and Madison, WI.

    In this position, you will provide authoritative and comprehension technical financial expertise to state Medicaid agencies to ensure that expenditures of these agencies are made in compliance with Federal Medicaid and Children’s Health Insurance Program (CHIP) regulations. You will specifically:

    Monitor state Medicaid and CHIP financial management operations including reviewing the non-Federal share amounts and related expenditures throughout the fiscal year. Identifies and resolves financial problems or issues prior to the submission of claims.

    Review and analyze health care items in state budgets to identify future activities and related funding sources and issues.

    Conduct in-depth reviews of funding mechanisms such as donations, taxes, certified public expenditures, intergovernmental transfers, and state and local appropriations to verify that they are allowable non-Federal funding sources.

    Plan, coordinate and conduct financial reviews and audits.

    Develop review and audit guides to supplement the established financial management review and audit guides.

    Qualifications and Evaluations

    QUALIFICATIONS REQUIRED:

    SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirement, applicants must possess one (1) year of specialized experience at the next lower qualifying grade under the General Schedule (GS) or other pay systems. The experience must demonstrate the knowledge, skills and abilities (KSAs) to successfully perform the duties of the position being filled.



    GS-13: Specialized experience includes examining Medicaid and Children’s Health Insurance Program accounting documents for proper accounting classification and authorization; performing reconciliations of budget estimates to actual expenditures; analyzing a variety of costs for allowability with Federal regulations; developing and analyzing the adequacy of budget estimates; preparing complex financial reports; and analyzing financial and statistical data.

    Your current and/or previous experience must meet the level
    of difficulty and complexity of the GS-12 grade level in the Federal
    service and you must have performed at this level for at least fifty-
    two (52) weeks.

    Conditions of Employment:

    1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Failure to successfully meet these requirements may be grounds for appropriate personnel action.
