    This position is located at the U.S. Consulate General in Shenyang, China. Under the general direction of the Senior Commercial Officer (SCO) and Deputy Senior Commercial Officer (DSCO) in Beijing, this position is responsible for promoting and expanding the export of goods and services from the United States in assigned commodity sectors and functional areas, particularly by small and medium-sized businesses, and protecting U.S. business interests abroad.

    Because of the rapid economic expansion of the Chinese economy and the strategic location of Shenyang and the U.S. Consulate General in the resurgent region of northeastern China, this position fills an urgent need in the Commercial Service’s strategy for increasing U.S. exports and enhancing the U.S. share of this booming regional market. This position will notably oversee CS China’s International Partner Network program supporting U.S. exports to 14 of the fastest-growing Chinese second-tier cities, in cooperation with the China Council for the Promotion of International Trade.

    This position is responsible for: (a) maximizing trade and investment opportunities;
    (b) advocating for U.S. firms with the host-country government, provincial and local authorities, trade associations, and other commercial institutions; (c) rebuilding and overseeing CS China’s International Partner Network program; (d) assisting U.S. firms in obtaining agency representation, licensing, joint-venture and franchise arrangements; (e) providing marketing information, industry research and reports on the business climate and economic and foreign-trade trends for use by the American business community; (f) assisting U.S. firms in bidding on major contracts; (g) protecting U.S. firms against discriminatory practices, and handling cases involving trade complaints or commercial disputes; (h) promoting Chinese-buyer visits to the U.S.; and (i) supporting U.S. Department of Commerce trade fair exhibits, trade missions and other promotional programs.
