This position is located in the Office of the Deputy Secretary, Immediate Office of the Secretary and reports to the Chief Technology Officer within the U.S. Department of Health and Human Services (HHS). The incumbent serves as the Executive Director on innovation performing a variety of projects of both policy and program nature.

The position will serve as Executive Director for Innovation and as the principal partner to the Chief Technology Officer, Office of the Deputy Secretary, for open government, innovation and entrepreneurship issues and activities.
Represents the Chief Technology Officer and the Department in policy and program planning matters related to open government, open data, and open innovation. Develops strategies and plans regarding how to improve transparency (public availability of government data and openness about government practices), participation (opportunities for broad public participation in government activities for improving health and health care performance) and collaboration (opportunities for collaboration between government agencies and between the public, private, nonprofit, and academic sectors) at HHS. Leads and manages a large cross-functional, cross-HHS team that is responsible on an ongoing, permanent basis for formulation, updating, and implementation of the HHS-wide Open Government initiative. Is directly accountable for the ongoing success of this initiative and each of its constituent programs.
Serves as a leader and representative of HHS in work with other agencies and nongovernmental organizations to encourage and support innovation and entrepreneurship in health and health care. Leads design, development, and implementation of innovative strategic partnerships that catalyze action toward more effective and efficient achievement of agency goals.
Works with HHS leadership, the HHS Innovation Council, the White House and other federal agencies to create and implement policies and programs to support innovation in the federal workplace. Leads and manages the cross-HHS team that executes and iterates the twice-per-year Secretary's Innovation Awards program, HHSinnovates.
Assists the Chief Technology Officer in the review of technology programs and data management policies and strategies to ensure timely and effective approaches to support all of the above.
On behalf of the Chief Technology Officer and Department, is assigned leadership and management responsibility for other key cross-functional, cross-HHS change management teams on an ongoing basis.
