The position of Human Resources Generalist/Management Assistant/Secretary to the Board performs a variety of high level professional, Human Resources related duties in the furtherance of the goals and business plans of the Department. Under general direction, manages the administration of the human resources policies, procedures and programs; performs highly responsible, confidential and complex administrative and secretarial work for the General Manager and other management staff; including project coordination. Originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards of a superior workforce. Under the direction of the Chairperson of the Board of Commissioners, performs the duties of Secretary of the Board and provides other support and assistance to the Board of Commissioners as assigned.
Ability to administer the day-to-day operations of the DWP’s human resources functions, including employee relations, training, benefits, compensation, labor relations and workers compensation. Provides high-level administrative support to the General Manager and other management staff. Acts as Secretary to the Board of Commissioners which includes preparation of documents and resolutions; legal notifications, prepares and distributes agenda packets, attends meetings, takes minutes, performs other related duties.
Must be organized, have excellent verbal and written communication skills and provide exemplary customer service over the phone and in person. Be able to work independently using good judgment and initiative in carrying out assignments. Knowledge of the basic functions and structure of municipal organizations; applicable federal, state and local laws, codes and regulations; methods and techniques of statistical analysis, basic report writing; record keeping; public relations, high level of competency in computer skills - including Microsoft Office programs, knowledge of modern office practices, procedures and equipment.
Possession of a Bachelors Degree or equivalent level of education from an accredited college or university that includes major coursework in human resource administration, public administration, accounting, finance, economics or a related field. Six years of progressively responsible and complex human resources related experience. Experience as an administrative/executive secretary including secretarial support to a Board of Directors or similar group is desirable. Possession of a valid California Class C driver's license and a satisfactory driving record is required.
Possession of a valid notary license is desirable.
