    JOB SUMMARY:

    The Library of Congress is the nation’s oldest federal cultural institution and the world’s largest library, with more than 140 million items in its physical collections (including books, manuscripts, prints, photos, film, video, and sound recordings) and more than 19 million items online at its award-winning Web site. Located on Capitol Hill in Washington, D.C., the Library is also the home of the U.S. Copyright Office, the Congressional Research Service, and the Law Library of Congress and is leading the worldwide effort to preserve digital material through the National Digital Information Infrastructure and Preservation Program.

    The primary purposes of this position are to administer the Library of Congress employee relations program and to provide guidance, advice and training to supervisors and managers of the Library at all levels regarding adverse and disciplinary actions. The Employee Relations Specialist assists the Employee Relations Team Leader in implementing and administering Employee Relations programs throughout the Library of Congress (LOC), and determines the degree of regulatory compliance.

    This position is located on the Employee Relations Team, Office of Workforce Management, Human Resources Services, Office of Support Operations.

    The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

    The incumbent of this position will work a flextime work schedule.

    This is a non-supervisory, non-bargaining unit position.

    Relocation expenses are not authorized for the person(s) selected under this vacancy announcement.


    Duties

    Additional Duty Location Info:

    Receives and processes appeals, ensuring timely transfer of files to the Office of the General Counsel (OGC). Maintains statistics, charts, graphs and tables supporting the Employee Relations program. Reviews requests for extensions to reply periods, identifying problems in timeliness of requests and/or sufficiency of justifications; makes recommendations to Team Leader and prepares appropriate documentation. Coordinates compiles and disseminates information with other HRS offices. Coordinates the implementation of decisions and terms of settlement agreements. Prepares personnel actions on disciplinary action cases in the Library’s processing system. Reviews and provides recommendations to the Employee Relations Team Leader concerning edits in draft counseling memos, written warnings, notices of proposed adverse actions, and final letters for sufficiency and adherence to Library policies and practices.

    QUALIFICATIONS REQUIRED:

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

    Knowledge of Disciplinary and Adverse Actions for Federal Employees. **
    Knowledge of performance based actions for employees of Federal agencies.
    Ability to communicate in writing.
    Ability to reason and analyze problems.
    Ability to provide customer service
    Ability to communicate orally.
