The incumbent serves as the custodian for the regions COMSEC program providing guidance and continuity in an area where any error in accounting or handling could result in grave embarrassment to the region and a possible compromise of nation-wide secure communications.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

This position is in the Department of Homeland Security, FEMA, Region V, Mission Support Division, Information Technology Branch, located in Chicago, IL
Primary Purpose: Serves as the custodian for the Region V COMSEC program as well as the regional authority for FEMA Electronic Key Management System (EKMS).
Serves as primary COMSCE custodian for the Region V account.
Will act as a point of contact for EKMS regarding the loading of software, trouble shooting and operational questions.
Acts as a point of contact for COMSC questions and requests for guidance for the region. Provides input to the Branch Chief for use in evaluating issues and situations that may arise for audits.
Responsible for assisting in the planning, developing, coordinating, installing, implementing, maintaining and management of ITSD systems supporting both the Region V office and remote locations.
Coordinates the input of program representatives in the formulation of data requirements that will eventually result in improvements to ensure the dynamic quality of ITSD systems as a management tool.
Assists in evaluating regional and remote operating locations ITSD systems to determine whether existing programs can be enhanced.
