    Job Description

    Manages the City’s information systems; develops, plans, and implements short term strategic plans, goals, and objectives for the City in the area of information and communication systems; evaluates performance of current systems/programming in relation to growing needs of the City; evaluates system’s effectiveness and identifies needed changes, modifications and/or enhancements; and develops plans for implementing changes to include lifecycle plans that identify the order, timing and priority of system changes such as upgrades, new programs, etc.; recommends changes to current technology systems or applications in order to meet organizational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.


    Bachelor’s degree in Information Systems, Computer Science, or related field; supplemented by three (3) years of progressively responsible experience in a comprehensive information technology environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must posses and maintain a valid Georgia driver’s license.


    Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

    Human Interaction: Requires the ability to act as a first-line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities.

    Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to overhaul, restore, renovate, construct, and/or rebuild equipment, machinery, or objects, requiring adherence to prescribed standards and specifications. Requires the ability to operate and control the actions of the same equipment, machinery, and/or objects.

    Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

    Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

    Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

    Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
