    JOB SUMMARY:

    The Ex-Im Bank is the official export credit agency of the United States. Ex-Im Bank’s mission is to assist in financing the export of U.S. goods and services to international markets. Ex-Im Bank enables U.S. companies, large and small, to turn export opportunities into real sales that help to maintain and create U.S. jobs and contribute to a stronger national economy.

    DUTIES:

    Serves as a Project Manager responsible for information technology projects involving mission-critical online financial (banking and insurance) and administrative systems supporting export financing transactions.

    Serves as the Contracting Officer Technical Representative (COTR) of mission-critical programs supported by one or more service contractor companies.

    Serves as a key member of the Office of the Chief Information Officer (OCIO) Systems Engineering team tasked with supporting re-engineering operations and maintenance efforts of financial and online mission-critical IT systems that support the Bank’s operations.

    Collects and represents customer requirements, and performs needs analysis to define opportunities for new or improved business process solutions.

    Formulates and defines technical scope and objectives of IT systems development projects from requirement and design to operation and maintenance support.

    Reviews project proposals or plans to determine time frame, funding, procedures for accomplishing projects, contractor staffing requirements and allotment of available resources for projects.

    Works with teams of contractors and government staff in developing, deploying and maintaining enterprise IT application system. Consults with and advises developers, analysts, managers, and other development team members throughout the system development life cycle phases to ensure effective applications design, development and deployment.

    Ensures the integration of all systems components; e.g., procedures, interfaces, databases, policies, software, and hardware.

    Ensures that systems comply with regulatory requirements and the rigorous application of information security/information assurance policies, principles, and practices. Updates application documentation including privacy and security documentation. Develops standards and procedures for validating and maintaining the integrity of systems implemented for disaster recovery.

    Provides enterprise architecture guidance, support, and coordination to IT project teams and ensures technical integration is achieved across the enterprise.

    Leads/conducts studies designed to identify potential improvements in the way information technology is applied to key business functions and provide advice on and devise solutions to a wide range of IT issues. Presents recommendations for adoption of new methodologies.
