    DUTIES:

    Provides human resources management and administrative advice and coordination support to an organization. Acts as a liaison with the human resources office. Coordinates personnel actions and maintains records such as performance ratings, position descriptions, and award nominations. Provides human resource advisory services to managers and performs related functions.

    Provides position management advice and recommendations to agency managers including providing guidance on the distribution of workload among positions and organizations, and on the skills mix or categories of employees needed to do the work.

    Identifies and resolves problems related to agency programs or services.

    Researches and/or analyzes problems, issues, or program requirements.


    Qualifications and Evaluations

    QUALIFICATIONS REQUIRED:

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Ability to plan and execute work.

    Ability to provide advice and guidance to managers related to administrative functions within an organization, including human resources, budgeting/finance, and contracting/procurement.

    Knowledge of management principles and evaluation techniques related to management programs and/or systems.

    Knowledge of the concepts, principles, and regulations related to Human Resources Programs in the Federal Service.

    Ability to meet and deal with others.

    ADDITIONAL REQUIREMENTS:

    Skill in working in a rapidly changing environment and prioritizing assignments with competing and constantly changing priorities.

    Demonstrated ability to develop reports and manage databases

    Demonstrated ability to communicate in writing to prepare letters, memos, cables, reports, and other official correspondence in a professional setting

    MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

    Qualifying experience for the FP-05 level includes one year of specialized experience at least equivalent to the FP-07 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the FP-05 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master’s or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

    COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
