    The incumbent performs limited studies that analyze and evaluate the management practices and methods, And administrative operations of an organizational unit or segment of an organizational unit. May identify and analyze problems facing management. Under the guidance of senior staff, Employee interprets findings resulting from studies and drafts possible courses of action for resolving them. Incumbent may draw tentative conclusion based on relevant facts, and propose solutions to management. Performs developmental assignments at the discretion of the supervisor. Develops routine policies , guidelines, instructions, and procedures for administrative and management requirements. Ensures that policies and procedures are aligned with policies established at higher levels in the agency or the Department. Works with contract officer technical representatives and subject matter experts in the development of grant and contract related documents which may include concept memoranda, scopes of work, funding memoranda, etc.. Analyzes and evaluates the effectiveness of managerial operations in meeting established goals and objectives. Uses statistical tables, ore similar tools, in the evaluation process. Proposes areas and methods by which efficiency of operation can be improved.
