    JOB SUMMARY:

    The U.S. Coast Guard:
    – Protects ports, the flow of commerce, and the marine transportation system from terrorism
    – Maintains maritime border security against illegal drugs, aliens, firearms, and weapons of mass destruction
    – Coordinates efforts with federal, state, and local agencies

    The vacancy is being concurrently advertised under merit promotion procedures.     Duties
    Additional Duty Location Info:

    1 vacancy – Washington DC Metro Area, DC

    Responsible for the oversight of all training aspects of the Coast Guard Logistics Information Management System (CG-LIMS).

    – Analyze systems software with an emphasis on training and training procedures, and implementation.

    – Consult with customers to identify and define individuals needs
    depending on the specified program.

    – Assess customer requirements and advise and assist customers in
    meeting their needs and determining what documentation and training
    is required.

    – Research or analyze problems, issues, or program requirements.

    – Provide analysis and advice on program issues.

    – Review information and apply standard analytical techniques.

    – Determine pertinent issues and collect relevant information from
    various sources.

    – Collect, analyze, validate and accurately enter data on assigned
    programs into appropriate databases.

    – Plan and prepare reports or other working documents related to
    program issues for assigned programs.

    Qualifications and Evaluations
    QUALIFICATIONS REQUIRED:
    GS-11 – One full year of experience (equivalent to the GS-09 level
    in the federal service) that demonstrated skill and experience in
    applying analytical and evaluative methods and techniques to issues
    or studies concerning the efficiency and effectiveness of program
    operations; adapting analytical techniques and evaluation criteria
    to the measurement and improvement of program effectiveness or
    organizational productivity; and conducting detailed analyses of
    complex function and work processes; and presenting staffing
    recommendations and negotiating solutions to disputed
    recommendations;

    OR

    Completed the requirements for a PhD or at least 54 semester hours
    toward such a degree, in a field that provided the knowledge,
    skills, and abilities necessary to do the work.
    This position does not have a positive education requirement.
