    The Town of Castle Rock is seeking a dynamic individual to fill the position of Accounting Manager. Under general direction of the Assistant Finance Director, this position is responsible for managing and supervising the accounting and account reporting functions of the Town. Responsibilities include oversight of the accounting and reconciliation functions, coordination of the annual audit, completion of the Comprehensive Annual Financial Report (CAFR), purchase card administration and developing work procedures and internal controls. Assists department with financial policy, control and procedures. Performs duties in a manner consistent with the stated values of the organization.

    RESPONSIBILITIES: Manages and supervises professional and technical accounting staff. Supervisory duties include assigning, training, reviewing and planning work of others. Monitors performance standards, coordinates activities and allocates staff. Recommends new hires, transfers, promotions, and salary increases. Trains and mentors staff on sound financial procedures. Prepares, reviews, analyzes and monitors account balances and reports, including documentation and resolution of variances. Reconciles account differences. Prepares, maintains, monitors, reviews, analyzes and reports complex internal and external financial information. Develops and prepares monthly and quarterly account reconciliations, roll forward schedules and financial schedules for both actual and budget by fund. Provides detailed and summary level financial information. Responsible for coordinating the annual audit, audit schedule and completion of the comprehensive annual financial report (CAFR). Coordinates the preparation of state and federal reports. Manages computation of the Town’s compliance with the taxpayer bill of rights (TABOR) and prepares related reports and information. Supervises and monitors timely and accurate recording of accounting transactions, account reconciliations, maintenance of fixed asset records, grant and contract administration and account analysis. Develops, evaluates and implements effective financial policies and controls and procedures to improve efficiency and effectiveness of operations. Responsible for developing and maintaining written documentation for established work procedures. Monitors compliance with established policies and procedures. Serves as a resource to accounting staff. Resolves complex accounting issues. Works collaboratively with other departments on accounting and finance-related projects, reports, and information. May provide leadership on Town-wide and interdepartmental work teams.

    QUALIFICATIONS: Requires a bachelor’s degree in accounting from an accredited college or university with a minimum of 3-5 years experience in accounting including at least 2 years of prior supervisory experience is required. Governmental accounting is preferred. A graduate degree, certification as a public accountant (CPA), internal auditor (CIA), or management accountant (CMA) is a plus, but not required. Must satisfactorily pass a criminal background check prior to commencing employment. Must be able to be bonded.
