    Salary listed reflects salary range from step 1 through step 10 of the grade. Pay for will be set in accordance with pay setting regulations.

    The incumbent reports directly to the HUB Director and serves as Acting HUB Director in the absence of the HUB Director. The Operations Officer serves as a member of and convenes the Loan Committee, and is responsible for administration of all FHA multifamily insurance programs. Supervises Hub Support Staff, including appraisers, construction/cost analysts, loan specialist/financial analysts, program analysts, support service staff, and contract management specialists. The Operations Officer serves as Supervisor of the Support Team and as the key Hub official for internal operations of the HUB, including the Program Centers. Has responsibility for approving leave, assigning performance elements and standards, and rating employees. Determines and advises the HUB Director on training needs in the MF HUB, and coordinates planning for future training to integrate HUB needs with Headquarters training efforts. The Operations Officer formulates and executes the budget plan for the Multifamily HUB based on need projections from the Hub and Program Centers, provides recommendations to the HUB Director on the content, and obtains approval of the plan prior to submission. Develops contracting services procedures required for program accomplishment, which are consistent with the policies of the Assistant Secretary for Housing. This includes developing the Multifamily Procurement Plan, providing training to pertinent staff, coordinating participation in the 8(a) Small Business Administration Contracting Program and evaluating HUB performance in managing the contracts. Reports and makes recommendations to the HUB Director on performance in contracting. The Operations Officer is responsible for administering all Limited Denials of Participation actions, including serving as Hearing Officer on behalf of the HUB Director. The position serves as the principal focal point for HUD clients in the development and management of HUD’s multifamily housing programs. The incumbent informs the public of programs.
