VACANCY ANNOUNCEMENT: Loudoun County's national award-winning Procurement office. This position is responsible for procurement of complex goods and services for all human services, financial, and other assigned agencies and departments through competitive sealed bidding and competitive negotiation. Experienced individual needed to contract for a wide variety of goods and services contracting in compliance with the Virginia Public Procurement Act within the parameters of the Procurement guidelines and goals. Position works with people at all levels of the organization and must frequently prepare and present contract award recommendations to department heads, committees, and the Board of Supervisors. Excellent written and oral communication and public presentation skills are necessary for this challenging position. Successful candidate must have excellent computer and research skills and experience with an automated purchasing system. Knowledge of the Virginia Public Procurement Act is preferred, but training will be provided. State or local government experience is desired.
Job Requirements: Any combination of education and experience equivalent to a bachelor’s degree in procurement, business administration or related field with four years of experience in the procurement of professional and non-professional services. Previous IT procurement experience preferred for division cross training process. Experience in governmental procurement is highly preferred. Considerable project management experience and experience using mainframe and web-based systems is required. Certified Professional Public Buyer (CPPB) certification desired. CPPB certification required within three years of hire.
