    The City of Roseburg, Oregon is seeking either an Assistant Planner or Community Planner to perform professional research and writing relating to current planning programs, assist in receiving and analyzing land use applications, preparing written staff reports and recommendations on those applications and presenting recommendations to public decision-making bodies. Hiree will be placed in one position based upon education and experience.

    Assistant Planner Minimum Qualifications/Desirable Skills and Abilities: Six months experience in urban planning and a Bachelor’s Degree in urban planning or closely related field. Any combination of course work, experience and training which provides the required knowledge, skills and abilities may substitute for the preceding. Some knowledge of City planning principles, practices and trends. Ability to: prepare concise, clear reports and communicate related ideas of public bodies and neighborhood groups; work effectively with the public, other agencies and other employees.

    Community Planner Minimum Qualifications/Desirable Skills and Abilities: Bachelor’s Degree in urban planning or closely related field. Two years experience in land use planning. Any combination of course work, experience and training which provides the required knowledge, skills and abilities may substitute for the preceding. Post-offer physical. Knowledge of: City planning principles, practices and trends; research methodology and statistical techniques and ability to apply both to planning issues; Land Use and Development Ordinance and other related planning ordinances; legal practices and terminology as applied to City planning. Familiarity with engineering principles at City scale and at project scale. Reasonable knowledge of supervisory and administrative principles and practices.
