    JOB SUMMARY:
    This job opportunity announcement may be used to fill additional vacancies if needed.
    As a Pubic Health Analyst in the Office of Program Analysis and
    Coordination (OPAC), Center for Mental Health Services (CMHS),
    Substance Abuse and Mental Health Services Administration, you will
    support the Center in the implementation of programs and policy by
    providing guidance in the administration, analysis, planning, and
    coordination of the Center’s programs, in alignment with the Agency’s
    strategic priorities.

    KEY REQUIREMENTS:
    U.S. Citizenship
    Suitable for Federal employment, determined by a background investigation.
    Must have relevant experience and/or education (see Qualifications tab).
    Males born after 12-31-59 must be registered with Selective Service.
    May have to serve a one-year probationary period.

    Manages comprehensive analyses of major issues related to mental health services.
    Provides advice and guidance on program statutory and regulatory
    requirements, policies, expectations, and reporting requirements.
    Analyze and recommends proposed plans and programmatic strategies to the OPAC Director.
    Manages various simultaneous projects and studies.
    Plans and monitors budget planning activities including funding management.

    QUALIFICATIONS REQUIRED:

    GS-12: At least one year of specialized experience, equivalent to the
    GS-11 in the Federal service that included: preparing and analyzing
    program plans and programmatic strategies for behavior health programs;
    providing technical advice and guidance on public health statutory and
    regulatory requirements, policies, and requirements; performing program
    improvement studies recommending new methods, approaches, and/or
    technology; assisting in budget planning and funding management
    activities to include grants, contracts, and cooperative agreements;
    and resolving difficult program policies and issues.

    GS-13: At least one year of specialized experience, equivalent to the
    GS-12 in the Federal service that included: preparing and analyzing
    program plans and programmatic strategies for behavior health programs;
    providing expert advice and guidance on public health statutory and
    regulatory requirements, policies, and requirements; performing program
    improvement studies recommending new methods, approaches, and/or
    technology; conducting budget planning and funding management
    activities to include grants, contracts, and cooperative agreements;
    and resolving difficult and complex program policies and issues.
