Program Analyst (Desk Officer), USAID

The Latin America and Caribbean Bureau, Office of South American Affairs
(LAC/SA) is seeking PMF to permanently fill a Program Analyst position with a
career latter to a GS-12 or higher.
The Office supports USAID programs in Bolivia, Brazil, Colombia, Ecuador,
Paraguay, Peru and Venezuela, as well as provides backstop support to
non-presence countries in South America.Ā Desk Officers are responsible for
acting as the principal liaison between USAID/Washington andĀ USAIDā€™s field
missions and activities in the region.Ā The Desk Officerā€™s duties include
analyzing political, economic, and development conditions; interpreting and
supporting mission programs and initiatives to a broad audience within and
outside of USAID; providing support on strategic planning, project design, and
performance management as needed; providing bureau and mission senior management
with early warning on potential policy and program issues; devising and carrying
out strategies to resolve any problems that may arise; ensuring that resource
needs of the missions are met in a timely fashion; responding to Congressional,
public, and inter-agency inquiries; representing USAID on selected high-level
foreign policy issues; and liaising with and interpreting USAIDā€™s position to
inter-agency policy-makers.Ā Desk Officers work with the Bureau Front Office to
draft briefing documents, review Mission reports, respond to inquiries from
external stakeholders, and prepare for high-level visits to Washington and
The selected PMF will gain experience with Senior Staff and Front Office of the
Bureau for Latin America and the Caribbean; State Department, Congress, National
Security Council and other U.S. Government entities.Ā The job provides
opportunities to become familiarized with the federal budget process for foreign
assistance, program design, reporting, monitoring, and multi-sectoral technical
knowledge related to international development.
A secret level clearance and Spanish and/or Portuguese language is preferred,
though not required.
