    This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay
    plan, and pay band. The ZP-4 is equivalent to the GS-13/14.

    To support the Student Scholarship Program in the Office of Education. Administer the Educational Partnership Program Undergraduate Scholarship Program and assist with the management of the Hollings Undergraduate Scholarship Program.

    This position may require a probationary period.

    DUTIES:

    The incumbent is responsible for leading the planning, coordination and implementation activities of the NOAA Educational Partnership Program Undergraduate Scholarship Program and the Hollings Undergraduate Scholarship Program. Establishes and maintains effective working relations with internal and external partners and coordinates, exchanges, and communicates program priorities, project goals, progresses, and outcomes across NOAA line and program offices. The incumbent conducts Grants -On-Line and C-Request actions for all financial assistance awards for student scholarship programs. Develops, monitors, and tracks program expenditures to ensure they are within the program’s available funding.
