WHAT IS THE INTERNAL REVENUE SERVICE (IRS)?
The IRS is a bureau of the Department of the Treasury and one of the world’s most efficient tax administrators. WHAT DOES A SENIOR ECONOMIST DO?
The incumbent serves as a Senior Economist in the Competent Authority Program, Large Business & International Division. The nature of the assignments at the Senior Economist level is such that the incumbent is required to use advanced economic and subject-matter knowledge in carrying out these assignments and to exercise sound judgment in making decisions which may be far-reaching. The Senior Economist may lead a team of economists, serve as a consultant to management, or work independently. The incumbent will perform research and analysis of tax issues involving economics, transfer pricing, and valuation related to specific taxpayers or across taxpayers and industries. The incumbent will assist in the development of the U.S. position related to double taxation cases and/or advanced pricing agreements. WHAT IS THE LARGE BUSINESS AND INTERNATIONAL DIVISION?
The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses with a U.S. tax requirement.
As our name suggests, international tax administration is an important part of what we do in LB&I. As part of the LB&I team, you may be assigned to work in International, or with one of six industry segments: Communications Technology and Media, Financial Services, Global High Wealth, Heavy Manufacturing and Transportation, Natural Resources and Construction, or Retailers, Food, Pharmaceuticals and Healthcare.
Regardless of where you serve, you will be supported by a variety of specialists (economists, engineers, field specialists, and technical advisors) as you tackle the most complex foreign and domestic tax issues.

- Assumes responsibility for the initiation, planning, implementation, controlling, modifying and executing of all or part of a research project or assignment, including such tasks as specification of the methodology to be used, and preparation of appropriate procedures, specifications and materials needed for assuring the adequacy of the study’s design. Assumes full technical responsibility for interpretation and application of findings.
- Reviews economic, statistical and subject matter literature for data and research methodology appropriate for inclusion in the research and to evaluate the reasonableness of the LB&I position. Performs an in-depth review and analysis for reasonableness and accuracy of all material produced for a given study. Research generally involves the use of multiple sources and/or databases.
- Performs research and analysis of tax issues involving economics, transfer pricing, and valuation related to specific taxpayers or across taxpayers and industries.
- Resolves very complex problems requiring incumbent’s personal in-depth knowledge, originality, and creativity.
- Performs research, and conducts studies on strategic initiatives, such as globalization issues, asset intensity issues, regulation projects, tax shelters, and electronic commerce, as needed. May assist LB&I senior management in determining objectives, scope, and timelines for future initiatives or projects.
- Assumes responsibility for the effective use of resources within assigned subject matter projects. Monitors such use to advise superiors of necessary remedial action or changes.
- Prepares and presents written materials and oral presentations appropriate in style and content for the intended audience.
- May provide guidance and feedback to economists or other professionals based on incumbent’s in-depth knowledge of research, program or policy requirements.
- Performs other duties as assigned.
Qualifications and Evaluations
QUALIFICATIONS REQUIRED:You must meet one or more of the following basic requirements by the closing date of this announcement.
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
In addition to the basic requirements for this position, applicants must also possess one year of specialized experience equivalent to the next lower grade level.
ELIGIBILITY REQUIREMENTS: GS-14 LEVEL: Specialized experience is such that demonstrates independent research involving highly technical economic subjects to include transfer pricing. Comprehensive, professional knowledge of the methods and principles of economics and their application to research projects and taxation law; recognized as an authority in their field. Analyzing factual information, recognizing and evaluating significant and critical factors, solving complex problems, drawing rational economic conclusions and preparing comprehensive reports (both written and in the form of oral presentations. Carrying out special assignments which are effectively executed through (1) broad technical understanding of the problems involved; (2) providing expert advice and consultation on the issues involved; and (3) drawing upon all other necessary technical and support resources either within or outside. Statistical theory and techniques. Provisions of the Internal Revenue Code applicable to assigned subject-matter projects. Deal effectively in order to handle sensitive items, those which have stringent target dates but which require a high degree of accuracy, or those where persuasion to take a particular course of action is necessary. Effectively dealing with and cooperating with people both in and out of Government. This includes skill in providing technical guidance to and collaboration with co-workers. Participate in several major assignments concurrently and to be flexible in changing or reacting to new assignments. Demonstrated ability to take full responsibility for work from inception through execution and final interpretation of results, including exercising ingenuity in devising effective techniques. Knowledge of relevant database and statistical software packages.
