    The OA is the principal advisor to the NIEHS on regulations, policies, procedures, and processes related to procurement of real estate, architecture and engineering, construction, facilities operations and maintenance.

    KEY REQUIREMENTS:

    * U.S. Citizenship requirement met by closing date.

    DUTIES:

    If selected for this position you will perform the following duties:

    Provide leadership and management, and direct the activities of professional and support staff in the area of centralized acquisition services in research and development, architecture, engineering, construction, real property, and small purchases for the National Institute of Environmental Health Sciences (NIEHS).

    Advise managers on acquisition regulations, policies, procedures, and operations for research and development, station support; architecture, engineering and construction; and real property purchases, disposition and leasing as well as maintain a Certificate of Appointment (Warrant) as a Contracting Officer of the U.S. Government.

    Provide leadership and strategic vision in planning, organizing, directing and controlling all office of Acquisition operations to design, implement, and manage all contract operations, including the simplified acquisition contracting programs for NIEHS.

    Coordinate and oversee the work of the subordinate staff; provide authoritative advice to NIEHS senior management and to other NIH senior officials in the planning and management of the NIEHS acquisitions program; assure reasonable equity among subordinate work units concerning performance standards and rating techniques and the adequacy of work; make decisions on work problems brought forward by Branch Chiefs and/or Team Leaders and evaluate employees’ performance.

    Provide expertise and make recommendations to the NIEHS Director and other senior NIEHS officials on all aspects of NIEHS contracting programs, from contract negotiation and administration through close-out.
