    DCIPS Pay Band and GG Equivalent

    This is an Occupational Band 5 job in the Defense Civilian Intelligence Personnel System (DCIPS). Band 5 duties are at the expert level, and are equivalent to those at the GS/GG 15. The selectee’s salary will be set within the band equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.

    Serves as a first-level supervisor and expert advisor on matters pertaining to day-to-day operations or management of programs. As such, exercises technical and administrative supervision over a team of specialists that provides proficient and authoritative IT advice and knowledge to support decision-makers in achieving overall program objectives and priorities and ensures IT programs meet requirements based on a comprehensive knowledge of the full scope of IT laws, regulations, and policies. Comprehends Agency strategic vision and institutes effective IT programs. Utilizes basic contracting knowledge to review and monitor contracts to ensure requirements are being met in a timely manner.

    This position is located in the Change Management Branch, Service Management Division, Office of Enterprise Management, Directorate for Information Management and Chief Information Officer (DSE-2B). As such, the incubment exercises technical and administrative supervision over a team of Process Managers responsible for the planning and management of highly complex IT change, configuration, asset, and licience management programs. Exercises responsibility and authority for planning and managing the overall efficiency and effectiveness of the office operations and communicating the strategic plan, mission, vision and values to employees within the directorate(s). Determines and allocates the level and mixture of resources needed for programs. Redirects resources as the emphasis of the overall program changes. Oversees and manages contractor work. Ensures contracted products and services are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently. Oversees the development of policy and guidance for planning and implementing program requirements and ensures proper alignment with the Agency strategic plan. Personally serves as or designates a subordinate to serve as an IT representative or team lead working groups to plan and develop IT strategies. Ensures subordinate staff conducts activities in their areas of responsibility in accordance with current IT issuances. Participates in briefings and meetings. Performs other duties as assigned.


    Undergraduate/Graduate Degree OR IT-related experience AND Specialized experience at the full performance level of the next lower band.

    Undergraduate or Graduate degree in computer science, engineer, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaption of applications, systems or networks.

    Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

    Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
