    This position is located in the Department of Health and Human Services (DHHS), Office of the Assistant Secretary for Administration (ASA), Program Support Center (PSC), Information & System Management Service(ISMS), Washington, DC.

    Develops and presents techniques to effect rapid and efficient telephone, data, facsimile, and many other facets of telecommunications.

    Participates in the development of Program Support Center (PSC) Telecommunications management policy and methods consistent with user needs, cost effectiveness, technological development, directives and policy of higher authority.

    Analyze the design and methods for acquiring the most cost effective telecommunications devices based on the functional operational needs of customer agencies.

    Participates in the development and implementation of new approaches in telecommunications management including determining what voice systems should obtained, the source(s) for voice/data/office automation systems, the manner in which they are procured and maintained, etc.

    Compiles and analyzes such data as volume, peak loads, and circuit capability; evaluates data to determine speed and quality of service with a view to improving services provided.

    Independently plans and coordinates major moves and installations of telephone communications equipment.

    Plans and coordinates necessary reporting systems for evaluating the status and progress of communications operations; receives, reviews, and consolidates reports involving communications cost reduction, long-range requirements, and other data required by higher level offices.

    Qualifications and Evaluations


    Qualification Required:

    Applicants must have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service planning, scheduling, programming, implementation and management of all telecommunications networks and services such as: telephone and data communications, facsimile, video teleconferencing, and other special categories of telecommunication required to meet the operational needs of an organization.

    Conditions of Employment:

Failure to successfully meet these requirements may be grounds for appropriate personnel action.     2.
