    Job Description

    SUPERVISORY: Supervise Training Specialists and Instructors within team by providing daily guidance, as well as counsel, and conduct performance evaluations. Works with training staff to identify skill development opportunities, create professional development plans for individual trainers and team. Encourages and models strong team atmosphere within training team, division, and agency.

    LEARNING MANAGEMENT SYSTEM: Lead System Implementation of Statewide LMS system. Provide ongoing End-User Support of LMS throughout Agency. Identify and implement Marketing and Utilization Strategies of LMS.

    EVALUATION AND MEASUREMENT OF TRAINING/NEEDS ASSESSMENTS OF AGENCY: Conduct skills gap analysis/needs analysis of employees, as well as determine and administer various types of training evaluations, such as course evaluations, exams, retention of content surveys, and return-on-investment of training. Conduct formal program assessments to determine Agency/employee training needs and develop learning opportunities to address identified needs; assess student learning achievement and competency demonstration and develop related individual learning/mentoring programs. Conduct assessments to determine effectiveness of learning opportunities to develop and implement changes to course curriculum, delivery materials and identify agency needs to be addressed by developing new learning programs. Conduct long-term planning and anticipate future training needs of agency. Partner with team members and agency leaders to set up project metrics; measure and report results. Develop and maintain positive relationships with individuals at all levels of the agency, as well as vendors outside of the agency such as colleges, universities, and other training associations. Meet with key agency leaders, managers and supervisors to develop and review training needs and objectives, organize and lead developmental committees and task forces and develop formal development plan for agency, districts/divisions, and individual employees. Work collaboratively within and across internal agencies and external organizations.

    DEVELOP/TEACH COURSES/PROGRAMS: Design, research, develop and update training courses and materials, including course exams/evaluations. Key focus includes Leadership Development content and courses to meet the Agency objectives and needs. Develop online content and courses. Assess individual student participation, behavior, learning achievement and competency demonstration to determine the need for mentoring, adjustment of learning format, remedial training, discipline or recommendation that student be removed from class or training. Assess competencies of employees/students prior to class to determine which courses or segments of courses must be attended. Stay abreast of and utilize advanced instructional development skills, alternative learning methodology, new approaches, methods or techniques.

    BUDGET: Provides input into Agency Training budget. Monitors and tracks expenses.

    Job Requirements

    Five or more years of experience planning, developing, conducting and evaluating training/employee development/educational program/courses and experience leading or coordinating a staff development program. Bachelors degree in education, human resources, organizational communication, training and development, or a related field can be substituted for experience on a year for year basis.

    Must possess strong communication skills. Must be able to demonstrate effective classroom and facilitation skills. Individual demonstrates proven track record for passion and self-motivation in field. Must have problem solving skills and the ability to work independently and as part of a team. Knowledge of adult learning principles and learning methodologies, learning technology, and distance learning. Classroom skills in handling disruptive behavior and working with learning disabilities. Strong organization skills with the ability to multi-task and prioritize. Person must be prompt, reliable, and able to work independently and be self-directed.
