    Job Summary
    This job requires a multifaceted applicant. Perform functions to manage, maintain and assure the quality of the City of Wheaton’s communications through its website, 3rd party tools and video bulletin board. Implement additional online services into the website. Assist in management of part-time staff. Oversee public access operations.

    Essential Job Functions
    (All functions may not be performed by all incumbents.)

    Assure accurate, consistent, professional look of the City of Wheaton website by:

    • Managing the development and daily operation of the City web site
    • Managing and updating the content management system (Ektron)
    • Creating and updating .net templates, XML and CSS files for the website
    • Assisting with integrating City applications into website
    • Gather and analyze of website statistics (Google Analytics and Web Log Expert)
    • Develop and coordinate web projects for external website and intranet, including working with Communications staff and staff from other departments or boards and commissions
    • Configure and manage web site indexes and search engines, including the city’s Google Search Appliance.
    • Oversee 3rd party software/services (email lists, analytics, surveys, etc.).
    • Research new digital communication tools.
    • Staffing: assist in evaluations, train staff on department policies.
    • Oversee maintenance of equipment and facility and troubleshoot or make minor repairs as necessary; createand ensure compliance with a maintenance schedule for staff; monitor and report on usage; research/recommend new equipment.

    Knowledge of:

    • Web administrative skills: of conceptual design of a website, development and maintenance of web-based applications; content creation software; Web site accessibility issues and standards; Web security principles and practices
    • Online navigation principles.
    • Client/server and/or web programming environments and methodologies.
    • Computer graphics, layout design and experience with the following software/tools: Dreamweaver, Microsoft Visual Studio, Adobe Photoshop, Acrobat Pro and LiveCycle Designer.
    • Programming languages to develop Web applications against back-end databases.
    • Analytical, problem solving, and troubleshooting skills.
    • Advanced skills in project management, planning and organization, and customer service.
    • Technical documentation skills.
    • Skill in conveying technical information to non-technical users.
    • Television/video cameras, editing and other studio equipment a plus.

    Minimum Requirements
    Education and Experience

    Bachelor’s degree in related field and one to two (1-2) years experience in related field.
    The qualifications listed above are guidelines. Other combinations of education and experience, which could provide the necessary knowledge, skills, and abilities to perform this job, will be considered.
