    I have been marketing in the Federal Space for 12 years and still get befuddled about who is more important, The OSDBU, The Contracting Officers or the ever illusive programs people? If, as is my suspicion, the end user is the most influential buyer, what tactics and strategies do you employ to find them and talk about their needs?
