    Can someone direct me to some policies regarding evaluating/testing SaaS or cloud-based software hosted on the 3rd-party server for government agencies?

    We would like to testing eCourses on SCORM Cloud, but someone questioned us for uploading the course contents on a third-party server and we would break federal laws if we did it. Thus, we had to stop testing the courses for SCORM compliance.

    Now we would like to evaluate a VideoScribe whiteboard animation application and got the same inquiry.

    Are we breaking the federal laws if we test or evaluate such applications?

    I wonder what other agencies deal with such issues. Can someone shed some light on it?

    Any advice, resources, and experiences will be greatly appreciated.
