    STATEMENT OF WORK

    U.S. Department of State

    Bureau of International Information Programs (IIP)

    Office of African Affairs (IIP/AF)

    Portuguese Language New Media Web Editor/Writer

    Background

    As part of the U.S. Department of State’s (DoS) public diplomacy, information outreach, and counter-disinformation operations, IIP/AF is developing a Portuguese language website to reach audiences in Lusophone Africa (specifically Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe) and the Portuguese-speaking Diaspora. The goal of the Portuguese language website is to reach key decision-makers, people of influence, members of the media, and civil society via direct access to the site, links to IIP’s new media platforms in languages, and links by overseas U.S. diplomatic missions.

    Objective

    The Department of State’s Bureau of International Information Programs (IIP) requires a Portuguese language webmaster/writer with social networking experience to build an IIP Portuguese website and to produce and post original Portuguese language materials and new media feeds, write blog entries, develop and post photo galleries, caption and post video, post podcasts and edit other Portuguese language materials as required, among other duties. This individual will report directly to the Office Director and will receive assignments from same and from IIP/AF policy officers. This is a new site and will require that the Portuguese Language New Media editor spearhead the development of active outreach efforts and work closely with the IIP web shop to design the Portuguese language site.

    Job Description

    The Portuguese language new media web editor/writer will be responsible for:

    a) Developing a Portuguese language website that will also highlight new media platforms for audiences with low bandwidth access

    b)Writing, editing, and posting Portuguese language materials to IIP/AF’s soon to be developed Portuguese language Facebook, Twitter, and other new media platforms to offer positive messages about American policy, society and values

    c) Promoting these pages through effective advertising, and reporting on the activity and progress of these pages

    d) Representing IIP/AF at bureau, department, and inter-agency meetings on the social media environment

    e) Reviewing interactions from foreign participants to new media sites for conformity with IIP guidelines

    f) Producing photo galleries, captioning video, developing web quizzes and other interactive content, as needed

    g) Maintaining familiarity with USG policy on Africa based on USG official statements, reports, fact sheets, and discussion, and using this material in his/her written products

    h) Maintaining awareness of the communications environment in the Lusophone world, seeking current trends of interest to young Portuguese speakers, in order to produce original content for the Portuguese America.gov and social media platforms, to identify content to be re-purposed for the Portuguese web site, and to research the Portuguese language portals to which IIP should market its Portuguese materials to counter misperceptions about the United States.

    i) Conceptualizing and proposing his/her own projects, as well as responding to assignments from the AF Policy Officer or other appropriate office leadership.

    j) Adhering to the highest standards of professional journalistic standards and ethics.

    k) Maintaining the highest level of integrity in accurately portraying USG policy, understanding the sensitive nature of U.S. relations with various countries in the region and the general environment in various Lusophone countries.

    l) Recommending development of new projects and content, and providing analysis of regional events.

    m) Other related tasks as may be directed by appropriate office leadership.

    n) Submitting on time a complete and accurate timesheet to the contracting firm, to ensure prompt and accurate payment by the Department.

    REQUIREMENTS

    The ideal candidate would have the following qualifications:

    § Native continental Portuguese language speaker.

    § Professional experience as a webmaster for government or non-governmental organizations. (Professional experience with social-networking sites preferred.)

    § Working knowledge of basic computer applications, including Microsoft Word and Adobe Acrobat.

    § Excellent writing skills in Portuguese.

    § Fluency in English.

    § Academic background in international relations, history, political science, journalism, communications, or Portuguese language and studies.

    § Knowledge of current events in Africa.

    § Knowledge of U.S. foreign policy in the region.

    § Knowledge of a broad range of social-networking platforms and their strengths/weaknesses

    § Understanding of the principles of search-engine optimization and search-engine advertising

    Period of Performance (POP)

    It is expected that the contractor personnel assigned to this BPA Call will begin work within 15 days after award date(s). The (initial) POP is for 12 months from the award date with an option for 4 additional years.

    Standard Work Hours

    The Department’s regular work hours are 8:15 a.m. to 5:00 p.m., Monday through Friday. Starting hours may range from 7:00 a.m. to 9:00 a.m. upon agreement between the BPA Call vendor, its contractor staff (the individual), the ECA supervisor, and the ECA COR.

    The contractor personnel assigned to this BPA Call will be expected to perform up to 40 hours per week for a total of 1920 hours per year.

    Place of Performance

    The place of performance is a normal office setting located at State Department Annex 5 (SA-5), 2200 C Street, NW, Washington, D.C. 20037.

    Level of Performance Expected

    All projects and work must be completed to the satisfaction of the government within timelines established by the ECA or IIP supervisor and/or the BPA Call’s COR.

    Clearance Required

    Contractor personnel assigned to this contract shall possess a security clearance at the Interim SECRET level prior to the start of the contract. This clearance is issued by the Defense Security Service commensurate with the level of access required. The clearance process can be initiated by ABBTECH Staffing. U.S. Citizenship Required

    Travel

    Travel for official DOS business purposes may be required pending availability of funds.
