    PLEASE READ CAREFULLY: This position is a TERM appointment. This appointment has a not to exceed date of 13 months, however, it can be extended up to, but not more than, 4 years based on the needs of the agency. Term employees are required to serve a one-year trial period and are eligible for within-grade increases, retirement and health/life insurance benefits. This appointment may also be terminated at any time and it does not confer eligibility to a permanent position.

    * A one year probationary period will be required.

    The incumbent of this position analyzes these substantive
    interrelated administrative issues for application to practices and
    processes that improve the effectiveness, efficiency and
    productivity of EDA administrative functions. Further, as the
    recognized authority in the analysis and evaluation of
    administrative programs and issues, the incumbent must continually
    assess the impact of changes in regulatory and/or productivity
    requirements on EDA programs and/or on changes in the demand for EDA
    program services. The incumbent must apply a wide range of
    qualitative and/or quantitative methods creatively for the
    assessment and improvement of management processes and systems.

    Qualifications and Evaluations


    At the GS-13 level, specialized experience is defined as experience at the next lower grade level (GS-12) or EQUIVALENT – analyzing and advising management on the effectiveness of programs and operations and experience in international trade policy and practices, grants management and publically funded trade adjustment assistance projects.

    At the GS-12 level, specialized experience is defined as experience
    at the next lower grade level (GS-11) or EQUIVALENT conducting
    detailed analyses of complex functions and work processes of broad
    administrative or technical programs, develops new methods,
    organizational structures and management processes and advises
    program managers on methods, procedures, surveys, reports and
    control techniques.

    At the GS-11 level, specialized experience is defined as experience
    at the next lower grade level (GS-09) or EQUIVALENT identifying
    procedural problems in program operations using quantitative and
    qualitative methods, conducting studies on operating programs and
    studying regulations for impact on programs OR you can
    meet specialized experience at the GS-11 level based on EDUCATION –
    (Ph.D. or equivalent doctoral degree) or (3 full years of
    progressively higher level graduate education leading to such a
    degree) or (LL.M., if related).

    At the GS-09 level, specialized experience is defined as experience
    at the next lower grade level (GS-07) or EQUIVALENT conducting
    studies on the effectiveness and efficiency and productivity of assigned programs OR you can meet specialized experience at the
    GS-09 level based on EDUCATION – (master’s or equivalent graduate
    degree OR 2 full years of progressively higher level graduate
    education leading to such a degree or LL.B. or J.D., if related

    Best qualified candidates will possess the following Knowledge,
    Skills and Abilities:

    – Knowledge of pertinent laws, regulations and policies related to trade program/operations

    – Skill in applying analytical and evaluative methods and

    – Ability to communicate effectively to make recommendations to
    management and brief them.
