    The Medicare & CMS Program Management Branch in the HHS Secretary’s

    Budget office has a new analyst position open. We are looking for any

    new 2010 PMFs still seeking employment OR current PMFs who would like to

    permanently transfer their home base and take a position in this office

    before converting.

    Duties and Responsibilities

    The HHS Secretary’s Budget Office (Medicare and CMS Program Management

    Branch) seeks an individual who is analytical, personable,

    self-directed, flexible, comfortable with quantitative work, and a good

    writer to work on Medicare entitlement policy, health reform

    implementation, and CMS discretionary budget issues. This is an

    excellent opportunity for independent analysts who like a fast-paced

    environment, abundant challenges, lots of responsibility, and exposure

    to high level HHS policy officials and decisions. Further, this is an

    exciting to come to HHS and be involved in the implementation of health

    care reform. Career ladder to a GS-13.

    Responsibilities will include:

    * developing and assessing policy, budget, and operational

    options to implement Medicare and other health insurance reform

    provisions of the recently enacted health reform legislation;

    * evaluating and preparing analyses and policy memoranda for

    Medicare regulatory, demonstration, and legislative proposals;

    * describing and defending Centers for Medicare & Medicaid

    Services’ (CMS) discretionary and mandatory budget proposals to the

    Secretary’s Budget Council, the Office of Management and Budget (OMB),

    and Congress;

    * working with CMS actuaries and CBO to analyze and compare

    Medicare baseline and legislative scoring projections; and

    * maintaining a broad network of contacts at HHS, OMB, CBO, and

    external health industry groups to obtain and share information

    necessary to perform job duties.
