    Library Associates Companies (LAC) seeks Program Element Monitor (PEM) to provide AF/A5XP programmatic analysis support to all task areas in developing and sustaining advocacy positions within the Air Staff, JS, OSD, and Congress. Active Secret Clearance required. Position located in the Northern Virginia (Pentagon/Rosslyn) area.

    Responsibilities include:

    Conduct Planning, Programming, Budgeting and Execution System (PPBE) support for the Arms Control and CP Program Elements. Prepare action requests, point papers, briefing slides, spend rate charts, quad charts, file plans and justification documentation, spreadsheets, memos and other documents within prescribed timelines for review and analysis; interpretation of requests for data and facts.

    Research and analysis of technical issues associated with arms control policy, negotiations, and implementation of ongoing and new compliance requirements for arms control treaties. Development of a basic means to track and report the status of programs with respect to implementation and compliance with operational requirements and applicable treaty language.

    Acquire, analyze and prepare presentations for budget data for use in decision processes through the PPBE cycle. Work with a variety of funding software and tools, which support the PPBE process including but not limited to Automated Budget Interactive Data Environment System (ABIDES); Automated Business Service System (ABSS); Defense Finance and Accounting System (DFAS); Resource Allocation Programming Information Decision Systems (RAPIDS); Commanders Resource Integration System (CRIS); Executive Web View (EWV); and Financial Information Resource System (FIRST).

    Integrate funding requirements and budget inputs from the Air Staff, Secretariat, and MAJCOM sources into a coherent presentation format for AF leadership
