    The OMB Director is promoting more program evaluations (M-10-32, 7/29/10) and the logic is worth a discussion. The memo asks about agencies being able to “conduct rigorous, independent studies that are free from political interference.” Is such “independence” possible? Many agencies do program evaluations—it is old school government. So why not use contemporary methods of recursive analyses that update awareness of functions for making timely decisions and reassessing strategies? What do you think about the memo, or the approach of how we know valuable information about our programs?
