    Recent History is full of these events, Whether it be the transfer of clearance Investigations from DOD to OPM, or even on somewhat a bigger scale, the Transfer of the DHS functions to DHS from a probably 20 different agencies are just 2 that I have had some involvement in over the past 10 years.
    The nice thing about MOST of these events is that in the overwhelming majority of cases the efficiency will eventually return and usually ends up being “better” for all concerned.
    Have seen from various perspective this “solution” deployed in the private sector and probably the only difference is the “heads that rolled” no longer work for the specific company, although they will usually be given another opportunity to “mess up” {GRIN} things again in another company in a related enterprise
