Library Associates Companies (LAC) seeks Senior Foreign Clearance Program (FCP) Subject Matter Expert (SME) to provide support to insure compliance with U.S. Government policy on aviation related fees, aircraft and personnel clearance requirements to overseas locations, passport, and visa requirements for DoD personnel and DoD-sponsored personnel and various international sovereignty issues. Active TS/SCI clearance required. Position located in the Northern Virginia (Pentagon/Rosslyn) area.
Provide support to the AF/A5XP FCPO by providing at a minimum but not limited to: historical background, current and future foreign clearance issues to include entry and over flight requirements to foreign countries.
Provide written documentation on FCP policy and procedures, prepare briefings, and be prepared to discuss these issues in interagency forums.
Discuss U.S. Government (USG) FCP policy with AF, DoD, U.S. Embassies and non-government organizations.
Respond to Government questions, problems, concerns and comments on a wide range of FCP issues.
Maintain and update both unclassified and classified websites; maintain, operate, and update the web-based Foreign Clearance Automation System for submitting and monitoring aircraft and personnel clearance requests available to all of DoD; and support an electronic FCG historical document to archive past versions of the FCG.
Bachelor’s degree plus active TS/SCI clearance.
Demonstrated experience evaluating inputs and interpreting information contained in the DoD FCG to insure they comply with USG policy and USG customs and practice on a variety of FCP issues
Demonstrated experience and ability to determine entry requirements into foreign counties by DoD personnel and DoD-sponsored personnel
Ability to address policy issues related to the Aircraft and Personnel Automated Clearance System (APACS)
Demonstrated knowledge of international sovereignty issues (aircraft boarding, customs and inspections, arctic sovereignty, etc.)
Demonstrated knowledge on AF foreign military and foreign operating rights
Demonstrated knowledge on international civil aviation issues and their relationship in relation to military operations
Demonstrated knowledge of AF freedom of navigation issues and UN Convention on Law of the Sea
Demonstrated knowledge on USAF special weapons over flight issues
Demonstrated experience in planning, directing and managing complex and extended projects and operations
Demonstrated knowledge of Air Staff, Joint Staff and OSD organization and documentation processes
