IdAM advisers wanted for student project

The Center for Government Interoperability has volunteer college student programmers starting an open source project Sept 9, http://www.gov-ideas.com/citizen-suggestion-database.htm. Basically the project will allow citizens and government employees post suggestions to a public database where suggestions are voted on.
What is the minimum IdAM that I need to make this cloud-based business app work? I don’t have a budget and am using a low-cost PHP/MySQL hosting environment.
Left on their own, students would just create a userName/Password module. I guess that is the minimum, but what spectrum of IdAM features is possible in order of difficulty to implement? What are the next steps, so I that I can see a succession of increasingly complex features?
Would anybody care to volunteer to work with the students on this for-public-good project?
Database that stores user suggestions regarding a specific area of a government organization, such as a website, intranet, public, or internal-facing computer system. Basically a place for users of government software to suggest improvements for that software.
Government administrators receive access to view, copy, and delete user comments, change administrator’s contact info, etc. Future versions of the app may have connectivity to administrator’s service desk tool. If clients use the SaaS multi-tenant app version, then administrators will only have access to their department’s data as opposed to being able to see other clients’ data.
Government app administrators (the ones administrating the app that is being commented on, e.g., https://null.njit.edu/undergradAdmissionPortal/) will have access to the database and be able to view, copy or delete suggestions.
