Software used to produce budget document

Looking to found out what software other organizations are using to produce their budget document.
At Cumberland County, PA we currently have our budget data in an Access database. We produce our document with QuarkXPress using the Xtension LinkUP! Enterprise. LinkUP! uses an ODBC connection to pull the data from our Access database and with a push of a button all the financial data is updated automatically. We use Excel for any charts and paste a link into the QuarkXPress document.
Our concern is when we move to Office 2010 or even Windows 7 that LinkUp! will not be compatible. Linkup! at this point in time that we can find does not have a newer version available then the one we purchased in the Spring of 2006.

In my agency we use an application developed by the US Dept. of Treasury called BFEM — Budget Formulation and Execution Manager, I believe. BFEM is a web-based application and does not link to any of our excel documents — we have to enter the budget data into the web portal. We do not use it for Execution, but we use it to put together our annual budget documents which go to the Congress and OMB. It is not perfect and does not generate all of the pieces that we ultimately have to include, but we have been working on expanding its utility. We’ve used it for a couple of years now, and to be honest, I am still not completely sold on all of the elements, but it does make some things work better and has eliminated some of the formatting inconsistencies that we had in our over-400 page product.

We have several clients utilizing a tool called TeamBudget. The company that has this tool is called Questica. They have clients all over the US and Canada. From what I know, it is a web-based tool, easy to use, and can integrate to your financial package. We have a client know also evalualting budgeting tools, and this tool is one of their finalist.
Their budgeting tool is specifically designed for government.
