Looking for advice on workforce planning software

We are looking to obtain a COTS (or GOTS) workforce planning software package. It needs to be used organizationwide (12000+ positions) and by sub-organizations. Additionally, we need it to be installed this calendar year. Preferably the package would be competency based and focused on the government environment. Does anyone know of any good systems or have any experience with not so good systems? We do not have an unlimited amount of funds to purchase and maintain the system, so some of the big systems (SAP, etc) are not feasible.

I believe Veteran’s Affairs has an in-house system that meets their needs, and the Natural Resources Conservation Society has a Deliotte product they’re fine tuning and implementing.
We at the Forest Service have been looking for a system and have visited with several agencies so we might find and propose to leadership a solution that helps automate our efforts. So far we haven’t found something that provides the best bang for our buck regarding the functionality we’d like to see.
I posted a similar question last year and got only crickets so hopefully you’ll have better luck! I’m interested in other responses you may get. I can give you more details offline, would rather not post contact info here.

I talked to Veteran’s a couple of weeks ago and they were interested in building/obtaining a system. So their system must not meet the Department’s needs. Perhaps it is a part of Veteran’s that has something they are satisfied with. Thanks for the leads.
