OPM and the Double Standards of USAJOBS Integration…

Now that HHS has gone to USA Staffing, I find it quite interesting that USA Staffing isn’t even integrated to USAJOBS for Applicant Single Sign-on. I have gone to other agencies using USA Staffing with the same result. Applicant Single Sign-on (acronym not necessary) has been around for seven years and is essential to make applying for federal jobs easier. It’s a no-brainer.
For Plain Old OPM (POO), this is a shameful double standard. OPM is charged with making USAJOBS and integration to it by agency systems a success. Why isn’t OPM’s USA Staffing seamlessly integrated to USAJOBS? Especially, after publicly calling out vendors who didn’t integrate just 2 years ago. And why do their agency customers give them the free pass? Is it because DEU audits go so well (wink, wink, nod, nod) for agencies that use USA Staffing? Is it because OPM can say that Monster is too difficult to work with therefore justifying the rewrite of USAJOBS internally?
I was present during the August 2009 USAJOBS Vendor Conference when OPM took a holier than thou position and said that each agency must “fully integrate” to USAJOBS or lose agency funding. That is, of course, each agency not using USA Staffing. When I asked them about the reality of getting every system integrated OPM said this was backed by (if you can believe the irony ) a “memo” from OMB.
I have personally seen 3 companies integrate to USAJOBS, 2 of which are fully integrated (Vacancy, Applicant, Status, etc.) and the third could at least push vacancies and applicant information over. Since I left the third 15 months ago, I don’t know where they stand today. None of them spent more than a month on integration design and development because it’s frankly not that hard. The Monster gateway may not adhere to the pure HR-XML standard, but it’s close enough. The staff at Monster were very professional given that for 2 of the companies, I was helping a competitor.
As much as I would like to ping Monster (and believe me I have lots of reasons to do so); Monster is NOT the issue with integrating to USAJOBS. So why the double standard for OPM and their customer agencies? Where’s that OMB memo threatening agency funding now?
Honestly, we are in a sad state of governance when an agency creates a double standard for itself and seemingly sabotages its own successful program (USAJOBS) just to collect more money and build a bigger empire.
