What is the message to the HR folks in the trenches? Don’t get mired in transactions and rule enforcement. Provide positive solutions to management problems whenever possible. And pay attention to what your boss at the top needs — actions, monitoring, reporting — everything to show HR is adding value to agency mission capabilities and achievements, whether in performance improvement, hiring reform, or any other aspect of human capital management.
