Although this authority was traditionally used to fill jobs that were only needed during a portion of the year, in response to the budget crunch my agency is looking into filling more vacancies using the Career Seasonal (subject to furlough) work schedule instead of filling them as regular full time positions. This would allow the agency the ability to furlough these employees annually at a substantial budgetary savings. However, this raises many issues from an HR perspective.
Also what kind of training/efficiencies are you going to lose as a result of temp verses full time and higher turn-over rates. (the cutting employees results in short term gains and long term losses scenario.)
