Thank you so much for your generosity in providing this service and for making it so widely available. I welcome and appreciate any and all advice you may have to offer.
- Why do you want your resume reviewed? I am seeking my first federal government position, transitioning in from nonprofit and private enterprise. Because I am new to this, I would appreciate your feedback on my resume from the government perspective.
- What is your current situation (employed, seeking, etc.)? For the past two years I have been working as a sole proprietor management consultant and coach. My key strengths are in working with stakeholders to build collaboration in complex systems where diverse work groups (who may have some competing interests) must develop partnerships that enable them to achieve their mutual goals. An internal position with the federal government would enable me to work within a larger and more impactful system so my efforts can make more of a difference.
- Where are you in the process (submitted resumes, applied for jobs, etc.)? I am actively looking for the internal position while coaching individual clients and doing strategic planning and change management work with various clients and nonprofit organizations.
- What’s the main issue you’re encountering? Transitioning from the nonprofit sector to federal government, and rebranding myself as an organization effectiveness professional and coach. My most recent internal position was titled as a project manager, but all my work was driven by the need to develop shared perspectives and unified strategies in an industry polarized by disruptive technology. To help meet that need, I earned a Masters in Organization Development and made a significant contribution toward moving the industry to a new strategic orientation. Now I would like to continue this type of work in the public sector, so I need to demonstrate that I have these skills and that they are transferable to the public sector.

First of all, you have done a lot of great things and I love the fact that you have kept track of all your accomplishments. Nice work.
Before I get into your resume, I want to make sure you know that the position with Labor only has a promotion potential to a GS 12. That means you would be hired at a 12 and not be eligible to move to a 13 without competing for it. Ideally you would find a position that started you as a 12 that had potential to go to a 14 or even 15. Be careful with that.
Your resume is full of great experience, but what the employer is looking for may be lost in everything you’ve done.
On the attached pdf file, I underlined the skill verbs DoL used in the job description in blue and in red are those things that relate to the verbs. For example, the job summary states that the position is responsible for “planning, coordinating, implementing and evaluating” (which are skills verbs) “. . . enforcement and informational activities” (which are those things acted upon by the skill verbs.
You need to translate your resume into their language using these exact words to describe what you have done and, most importantly, what you have accomplished. This will not be hard for you, because you already have a ton of great information in your resume. All you need to do is modify your resume to fit what the employer wants.
It would be a good idea for you to build your federal resume using the USAJobs resume builder because it will help you organize information in such a way that most HR specialists and hiring managers are accustomed to. At the moment, you resume is difficult to follow—I found it very difficult to make any changes to it without rearranging the entire document. One of the many mantras I use with resume is “If you are working hard to keep it organized—you’re working too hard.” In other words, keep it simple and it will be easier to read.
At the end, I think you could add a few other sections that would boost your standing. Sections like: Professional Development, Memberships and Associations (in which you could include your association committee work too), Technical Skills, Community and Volutneer Activities, International Experience (that would be broken down into Academic, Professional, and Personal section) are a few examples. Of course, you would only include this information if it was relevant to the position.
Finally, I think you do a wonderful job of showing all of your accomplishments. However, it would be a very good idea to include descriptions that also show what you did and how you did it. And you have a few good examples of this already:
Under “Collaborative Decision Making” in your consultancy, you have these two bullet points:
- Partnered with colleagues to provide research and recommendations for improving a nationwide professional association. ODNet, 2010-2011.
- Facilitated public policy discussions in town hall meetings on allocation of Hurricane Katrina funds, universal broadband access, the future of news, etc. AmericaSpeaks and Free Press, 2006-Ongoing.
These two start with the skill and give context, actions, and results; exactly the way you should write most of your bullet points. Many if not most of your bullet points begin with recognition of what you did, which buries the most important part to the employer: what you accomplished.
A good thing to do for recognition is have every last subsection of your positions descriptions be “Key Accomplishments.” That way you can focus on the skills and value-addeds in your bullet points and highlight your key accomplishments at the end.
