Discussion Border Issues Communications ?

I am not a govie, but may be able to help you with discussing “Border Issues” to develop actionable knowledge.
“Border Issue” is not just one issue, but more than one issue, isn’t it.
“Communications Technology” , versatile and inexpensive, in a different topical area, but within homeland security, which is “emergency response & preps ” for hurricanes and tornado can do “double duty” for border issues also in the top priority areas.
I am working on the “technology” and “social network” topics linked to “emergency response & preps” with 7 key sub-topics identified in the Virginia Emergency Response Plan, recently discussed in a 2 day event in July at Hamton Road (Norfolk, VA) area.
Since this topic has a link to “Gulf Coast” region, same as for our Chesapeake Bay (tri-state) region, it would be logican to connect the “border issue” discussions via a Private Public Partnership (PPP) element for funding as is a requirement of Stimulous Package (SP) .
This funding element is now on the table at the state agency levels. both for the Gulf Coast region (Texas anchor ?) and in our area Cheasapeake Bay Region (DC-MD-VA anchor) ?
