@GovLoop: Great point on incentive to change. You could divide up the incentives into two groups – carrot or stick. You will change because the top leadership says you will and there will be consequences (“stick”). Or, you will change because the top leadership will reward you for changing (“carrot”).
What I would like to see is that the change comes from the bottom-up and top-down together. People are internally-motivated to change the organizational culture. No carrot or stick needed.
