I’m doing a workshop for some state Public Affairs Officers, and I’ve been doing some thinking about where we are and where we might be going with web management. Most web managers are in Public Affairs/Communications offices. So does that mean that their bosses know/understand/embrace citizens as an audience (delivering mission)? Or are they so busy working with the press (delivering message) that they can’t/don’t really have time to focus on citizens as a customer? Is public affairs becoming so dependent on websites that PA staff will have to learn about web management and take on citizens as a customer? Or is it really doable to serve both those audiences well, from the same organiztion? Will message always trump mission? Would it be better to separate these functions – let public affairs focus on press/message and – maybe in an office of citizen services – let web managers (and others) focus on citizens (mission delivery)? I’d love to hear some discussion on this.
