Very interesting discussion. One thing that seems clear to me is that the job of the government web manager is NOT clear to all. That’s part of the problem. Since I was a federal web manager for 10 years, let me say that most govt web managers focus primarily on content – writing, editing, organizing, making sure it’s usable (there’s a whole body of knowledge that goes with that), and measuring performance. For that reason, most (the last time I checked) government web managers currently are in public affairs or communications offices. That hasn’t completely resolved the issue of the web managers’ relationship with the CIOs, but at least there is the chance to differentiate between the ones who run the computers and the ones who run the content (notice that I didn’t say “websites” because – as you know – the content can be delivered many ways these days…not just through the agency websites). The rub I’m concerned about is about the content providers – those who focus on the press (PA) and those who focus on citizens (web managers). I believe (from personal experience) those are very different jobs, requiring different skills. So can they survive and flourish in the same organization? Or do they need to be separate? From this discussion, it looks like…well, we need more discussion!
