State websites have millions of pages and numerous content contributors. The challenge is that there is generally not a monolithic management structure to deal with it all. Indiana has been able to enforce a single CMS throughout its state organization, but they did so at some cost. Using an array of standardized web 2.0 tools can be and is an effective way of sharing and delivering data to end users.
